India considered requiring thermal plants to blend up to 5% imported coal as stocks dwindled. It ordered 112 captive coal plants to maximise output from October 1 to December 31 and offer surplus electricity through exchanges; later reports said stocks were 21.8 million tonnes, about 37% of normative requirement.
